1. To affirm MoH commitment and support for the establishment, organisation, and management of an efficient, cost effective and sustainable public health institute.
  2. To strengthen public health services for supporting research, diagnosis, treatment, surveillance, prevention, and control of diseases including public health emergency preparedness and responses.
  3. To establish national standards for quality public health management systems.
  4. To ensure the quality of health systems through an established quality monitoring system.
  5. To empower the development, implementation and monitoring of the National Public Health Strategic Plan.
  6. To ensure leadership commitment to providing the necessary resources towards research, public health emergency preparedness and response, and surveillance of important public health diseases.
  7. To commit to ethical values in laboratory practice, disease investigation, surveillance, adherence to professional codes of conduct and ethical research practices.
  8. To encourage public health research and collaboration to inform and improve the quality of health services.
  9. To ensure standardisation of equipment and supplies at all levels of care.
  10. To establish appropriate minimum requirements for the health system including laboratory designs for each level of care.
